It 〔it〕은 모두 바로 앞 문장의 the Wind Power를 가리킨다. and 다음의 주어 it는 3인칭 단수이므로 동사에 -s를 붙여 uses로 썼다. to make power는 목적을 나타내는 to부정사의 부사적 용법으로 ‘~하기 위해’로 해석한다.
